Overview: Caltha LLP performed a Phase 1 Environmental Site Assessment for a property in suburban Minneapolis/St. Paul, historically used as a wastewater treatment plant (WWTP) and wastewater sludge management facility. The site operated as a WWTP from 1965 through the 1980s before the facility and associated sludge handling structures were abandoned and demolished approximately 40 years ago. It was identified that certain wastes and underground structures related to the wastewater facility might have been disposed of or left on-site.


The primary objective of the environmental assessment was to ascertain whether any wastes or abandoned structures remained on the property, which could constitute Recognized Environmental Conditions and potentially affect the property's future use.


The Phase 1 environmental assessment also included a Tier I Vapor Encroachment Screening Assessment conducted in accordance with ASTM Standard E2600-10. Several current and historical vapor sources were identified in the vicinity. The screening assessment evaluated which, if any, might pose a potential soil vapor encroachment risk to the property under review.
